I think it's actually a good thing. Might as well get as many of the...

...mandatory number of commercial breaks in as possible during times when nothing is going to be happening anyway. Last thing I want is for them to spend 1-3 mins jabbering about some nonsense during an injury situation only to go to a media timeout again as soon as we have the next change of possession.
